The direct answer
SeeWho can report an account that was absent from one visible following-list scan and present in the next. That establishes a change between scans. It does not establish the exact follow time, explain the relationship, or reveal activity from before the baseline.
Useful signals
Find accounts added to a visible following list after the previous scan.
Review accounts that were visible before and no longer appear in the later comparison.
Keep the scan interval clear so you know what the evidence does and does not establish.
Scan to scan
Open the profile through your own Instagram session. Private-profile access depends on what your account can already view.
Capture the current visible list. Do not infer recency from the order Instagram happens to show.
Review accounts newly present or missing. The scan dates define the only reliable time window.
Honest limits
A new account was added sometime between scans. SeeWho should not claim a more precise time than the evidence supports.
If your Instagram account cannot view the following list, SeeWho cannot use the extension as a workaround.
A follow can have many explanations. The tracker reports the change and leaves interpretation to you.
Before you install
Not reliably. Instagram may personalize or reorder lists, so position alone should not be treated as a timestamp.
Only when your Instagram account already has legitimate access to that profile and Instagram shows the relevant list.
Choose an interval that matches your real question. Frequent refreshing adds noise; a consistent daily or weekly comparison is usually easier to interpret.
